VIP terminals of the Middle East and Turkey

The catalogue holds 29 objects in the region: business aviation terminals, FBOs and VIP lounges in 21 cities. Below are the ones that set the level of service in the region, and a short map of the rest.

Al Bateen Executive Airport

The only airport in the Middle East given over entirely to business aviation: its own terminals, an apron of about 50 stands and hangars ten minutes from the Abu Dhabi corniche. Managed since 2008 by Abu Dhabi Airports, it works round the clock and without slot restrictions, and taxiing and departure take minutes. In November 2023 Jetex opened a new flagship FBO terminal here with lounges, meeting rooms and customs and border control on site. Until 1983 this was the capital's first main airport, then a military base, and since 2008 a business airport.

Cedar Jet Center (MEAG)

The FBO of the ground operator MEAG (Middle East Airlines Ground Handling), based at the general aviation terminal of Beirut's Rafic Hariri airport. The complex comprises a VIP lounge of 250 m², crew rest rooms, a modern hangar of 1 800 m² and additional parking; customs and border clearance takes place on site. The centre has its own apron equipment, including towbarless tugs, accepts aircraft up to the Boeing 747 class and performs EASA Part 145 maintenance on Airbus family aircraft. It works round the clock all year and is regarded as Lebanon's principal business aviation gateway.

The new business aviation terminal at King Fahd airport, formally opened on 24 February 2026 under the patronage of the governor of the Eastern Province and with the participation of the minister of transport, GACA and the Matarat holding. Universal Aviation was selected as manager and sole provider of general aviation services, receiving its economic licence at the ceremony. The complex comprises two dedicated VIP lounges, expedited customs and border clearance, and Saudi Arabia's first purpose-built general aviation hangar of about 2 600 m² with climate control. The facility is part of the Kingdom's business aviation development programme under Vision 2030.

Jet Aviation Dubai

Jet Aviation's FBO and maintenance centre at Dubai airport, opened in 2005; in 2025 the company marked twenty years in the city. The complex combines a passenger VIP lounge, crew facilities and a hangar where line maintenance is carried out on Gulfstream, Bombardier, Dassault and Embraer business jets as well as the Airbus ACJ and Boeing BBJ. Customs and border clearance takes place on site, the station is accredited to IS-BAH Stage 2 and belongs to the Air Elite network. Clients in Dubai have two arrival options with Jet Aviation — DXB and DWC, where the company opened a second site in 2017.

ExecuJet Dubai

The ExecuJet Middle East FBO at Dubai airport, in operation for more than twenty years and refurbished in 2023. The terminal holds six exclusive passenger lounges, a crew lounge, showers and a duty-free shop; customs and border clearance is carried out on site. More than 7 000 m² is given over to hangar and apron parking, the facility is accredited to IS-BAH Stage 2 and is open round the clock. ExecuJet Middle East operates within the Luxaviation group in partnership with Alpha Middle East Holdings.

ExecuJet Al Maktoum

ExecuJet Middle East's flagship terminal in the Mohammed bin Rashid Aerospace Hub aviation cluster of Dubai South, opened in December 2024. The three-level building of 15 000 m² holds VIP lounges, a signature majlis, private suites, the ExecuSpa by SENSASIA spa, cocktail and cigar lounges, meeting rooms and a children's area. An air-conditioned hangar of 7 000 m² and apron parking adjoin the terminal, and an independent Dassault Aviation maintenance centre works alongside. Customs and border clearance takes place on site, the facility is accredited to IS-BAH Stage 2 and is open round the clock.

DC Aviation Al-Futtaim VIP Terminal

A joint venture of the German operator DC Aviation and the Emirati Al-Futtaim group, working in Dubai since 2013 — one of the first residents of the Dubai South aviation district. The complex combines a VIP terminal, hangars and an apron: passenger handling, aircraft management, charter and EASA Part-145 maintenance are gathered under one roof. Customs and border clearance is carried out on site round the clock. The facility is IS-BAH certified, belongs to the Air Elite network and promotes its signature formula of German quality and Arab hospitality.

Ras Al Khaimah VVIP terminal (Falcon Executive Aviation)

A project of Ras Al Khaimah airport and Falcon Executive Aviation of the Alex Group Investment group, presented at the Dubai Airshow in November 2025. The complex includes a terminal of 1 500 m² with a royal lounge and four VVIP lounges, a multi-purpose hangar of 8 000 m², an apron and stands of 9 000 m², and a helipad; a LEED Gold certificate is declared, with 35% of energy consumption covered by solar panels. The terminal is sized to accept ultra-long-range aircraft and to deliver the signature Falcon Signature Experience. Construction is due to complete in the first quarter of 2027; until it opens, VIP passengers are served by the airport's own VIP handling service.

How to use this

The terminal at the destination is checked before the flight is booked. The catalogue shows where the choice is wide: Dubai has two airports and several FBOs, and Abu Dhabi has a whole airport given over to business aviation. Beirut, Amman and Muharraq have a single object each, with no fallback in the same city; where there is no terminal at all, the aircraft is met in the common flow together with scheduled traffic.

This region is a working one for us: Russian-registered aircraft fly to Dubai, Turkey and around the Middle East, and we stay away from sanctioned deals. Our clients are VIP passengers, and they count the gain from a dedicated terminal on the clock: you can arrive 30 minutes before departure and the formalities take 10–15 minutes. In such a terminal the crew has its own entrance with customs and passport control.
